Jessica joined Oberer Management Services in February 2025 as Affordable Housing Administrator.

Jessica has extensive experience in Low-Income Housing Tax Credit (LIHTC) and Section 8 (HCV and PBV) management, as well as in HOAs, senior, and student housing. Having worked both on-site and “behindthe scenes” in operations, she’s developed expertise in navigating the complexities of federal and state housing programs, as well as a commitment to the mission of affordable housing to create safe, decent, sanitary housing solutions for diverse communities.

After 40 years in Colorado, Jessica relocated to Ohio to escape wildfire threats and the ever-increasing cost of living in the mountains. She is delighted to have found a home and work-life balancein the vibrant community of Yellow Springs. Outside of work, Jessica enjoys painting, reading, puttering around the house, and playing in a weekly poker game.

She studied Communication Theory and Philosophy, earning a Bachelor of Arts from Colorado State University.
